On the gross amount (Gross Amount) of each Settlement -- deducted before the split between a Split's beneficiaries, never charged on top.
The percentage is the only component of the platform Fee -- never a fixed dollar amount that would make small payments unviable. A $1 settlement pays $0.009 in Fee, at the same rate as a $100,000 settlement.
Example
A Transaction of 100 generates a Fee of 0.9% (0.90). The amount distributed between the Split's beneficiaries is always the remainder -- 99.10 in this example -- never the original gross amount.
Same rate at any amount: a $5 Transaction generates a $0.045 Fee (Distributed $4.955); a $1 Transaction generates a $0.009 Fee (Distributed $0.991) -- never a fixed floor that would make a small payment unviable.
The network fee is separate
The blockchain network's own cost of executing a transaction on-chain -- a Self-Custody Settlement payout, a Manual PayoutBatch, or a Withdrawal -- is tracked as a separate Network Execution Fee, independent of the platform Fee. Supply your own on-chain resources (CUSTOMER_RESOURCES) and Ishtaran's margin on it is always zero; by default (ISHTARAN_RESOURCES) Ishtaran supplies the resource and the charge can include a replenishment component and a margin -- not a pure pass-through.
